Cultura tributaria y cumplimiento fiscal en pequeños contribuyentes: una revisión sistemática de la evidencia científica.

Analizar la relación entre la cultura tributaria y el cumplimiento de las obligaciones fiscales, considerando los componentes cognitivos, actitudinales, sociales e institucionales que pueden incidir en el comportamiento de los contribuyentes. Se realizó una revisión sistemática de literatura bajo los lineamientos PRISMA 2020 y PRISMA-P. La búsqueda y selección de estudios se estructuró mediante términos relacionados con cultura tributaria, moral tributaria y cumplimiento tributario, aplicándose criterios de inclusión y exclusión previamente definidos. La información seleccionada se organizó en una matriz de análisis y se realizó una síntesis temática de la evidencia disponible. La revisión evidenció que el cumplimiento tributario no depende exclusivamente del conocimiento de las obligaciones fiscales, sino de la interacción entre educación tributaria, actitudes, obligación moral, normas sociales, confianza institucional, percepción de justicia y legitimidad de la autoridad. Estos factores adquirieron especial relevancia en pequeños contribuyentes y contextos latinoamericanos, donde la informalidad, los costos de cumplimiento y las percepciones institucionales pueden condicionar el comportamiento fiscal. La cultura tributaria se configura como un fenómeno multidimensional estrechamente vinculado con el cumplimiento voluntario. Su fortalecimiento requiere estrategias integrales que articulen educación, simplificación, equidad, confianza institucional y formación de valores ciudadanos
